Present: Greg Chernack, Josh Galper, Sean Downey, Phil Giordano, Ashley Kavanaugh, and Sergeant Mike Pratt

Agenda Item: Greetings and Introductions

Chair Greg Chernack called the meeting to order and welcomed those in attendance.

Agenda Item: Review and Approval of February Council Meeting Minutes

Chair Chernack moved that the minutes from the February meeting be approved; there was a second, and the motion passed.

Agenda Item: Residents Comments

Council Chair Chernack noted that a home in Section 3 had recently been broken into. There was a discussion with Sergeant Pratt regarding recent crime activity.

Agenda Item: Monthly Financial Report

The Town Manager presented an overview of the Section’s current financial status, and entertained questions from the Council.

Agenda Item: Manager’s report

-There was one private tree removal granted this past month.

-Three building permits were granted. One for a third-floor addition, another for a small exterior change due to a new breakfast nook, and finally, the Council approved a Connecticut Avenue resident’s request to have a 6-foot-high front yard fence.

-There is no update to the Leland Street Access Restriction proposal.

-Unfortunately, Washington Gas has not been able to confirm that they do not have planned improvements for Leland Court. They are still awaiting the study results that were initially expected in early January. In talking with Jason Azar, he advised and recommended that the Section decide to go forward with the survey portion only at this time. It is expected to take six to eight weeks to complete and additional time to schedule. He said the survey does not “go bad” so if Washington Gas comes back that they will be doing work there, we can hold onto the survey until after the utility work is finished.

-The Manager is scheduled to do a “ride along” with the Chevy Chase Fire Department Commander next week for a street parking survey.

-Work continues on the website content. We finished formatting the email distribution list so that it can be converted to use for a resident directory.

-The March Quarterly newsletter is finished. It will go out this week. It includes an election announcement. Josh and Maryann are up for election. Josh intends to run. Maryann does not. Nominations are due April 5. The Annual Meeting will be held on Tuesday, May 7.

-We are also finalizing the draft budget, and it will be presented to the Council at the April meeting.

-We have set up a Community Shred event with Section 3 and Village of Martins Additions for Sunday, May 5 from 9 a.m. – 12 p.m.

Chair Chernack adjourned the meeting. The next meeting will be held April 9, 2024, at 7:30 PM at the Village Hall, 5906 Connecticut Avenue. The Village Hall has handicapped access. Everyone is welcome.
