SECTION 5 OF THE VILLAGE OF CHEVY CHASE
COUNCIL MEETING MINUTES

Time: 7:30 PM
Present: Greg Chernack, Pat Xeller, Nancy Pines, Maryann Luongo, Ashley Kavanaugh, Joe Toomey, and one Section 5 resident
Agenda Item: Greetings and introductionsChair Greg Chernack called the meeting to order and welcomed those in attendance. The Council noted that this was Nancy Pine’s last meeting as a Council member. Greg thanked Nancy for her longtime service to Section 5.
Agenda Item: Review and Approval of March Council Meeting MinutesChair Chernack moved that the minutes from the March meeting be approved; there was a second, and the motion passed.
Agenda Item: Resident CommentsThere were no resident comments.
Agenda Item: Discussion of ZTA 19-01Town attorney, Ron Bolt, participated by phone to brief the Council and residents on the latest regarding ZTA 19-01. ZTA 19-01 is an amendment the County Council is considering which would make changes to the zoning rules concerning accessory dwelling units or ADUs.
Agenda Item: Discussion of Draft FY 2019-20 BudgetThe Town Manager presented a draft FY 2020 budget to the Council and resident in attendance. After a detailed discussion of all the line items, income, and expenditures, the draft was approved with small changes. The amended draft will be sent to residents for their review in advance of the Annual Meeting on May 7.
Agenda Item: Manager’s Report-Congratulations to Philip, Greg, and Pat. Since there were only three open Council seats up for election this year, and only three candidates who submitted and declared their nomination, they will be automatically elected at the May meeting with no need for a ballot election.
-A special thank you to Nancy for her many kindnesses throughout her time on the Council.
-The Section 5 plans to hold another community shred event with Martin’s Additions and Section 3 on May 18.
-The Farmer’s Market in Section 3 will reopen at the end of May or early June.
-The Town Manager met recently with Grace Fielder. She is a landscape architect. She is currently working on a short report that will share ideas for ways to make Section 5 more cohesive, walkable, and establish a sense of community identity.
-The Town Manager noted that last year’s FY 2019 budget stipulates that the Council shall set aside $30,000 for the Section’s capital improvement fund. The Manager asked the Council to make a formal motion and vote regarding the money transfer. Chair Chernack moved that the Town Manager should transfer $30,000 from the main bank account to the separate account marked for capital improvements; there was a second, and the motion passed.
AdjournmentChair Chernack adjourned the meeting. The next meeting will be held May 7, 2019, at 7:30 PM at the Village Hall, 5906 Connecticut Avenue. The Village Hall has handicapped access. Everyone is welcome.
