Present: Peter Gray, Tim Hanlon, Frances L. Higgins, Nancy Pines, Greg White, Chris Richardson; three Section 5 residents

  1. Agenda Item: Minutes

    Peter moved that the minutes of the December 10, 2013, Council meeting be approved as amended; there was a second and the motion passed unanimously.

  2. Agenda Item: Citizen Concerns

    A Williams Lane resident suggested that the Council contact Martin's Additions and Section 3 concerning their ordinance governing the installation or repair to driveways. The manager will contact these two municipalities and get that information.

  3. Agenda Item: Discussion of Ordinance to Restrict Through Truck Traffic on Williams Lane

    Dave Nelson, a traffic engineer, has located a traffic survey company who is interested in conducting a survey of the truck traffic on Williams Lane in Section 5. Dave said that the survey would be conducted over a 72 hour period or an entire week. The survey would include a classification count so that it will register the number of trucks that pass by. It was suggested that someone could stand on Williams Lane during the survey period and determine if the trucks are delivery trucks for residents on Williams Lane or cut through traffic.

    Action:
    The manager will contact Dave Nelson and get a detailed description of the survey and its cost. The Council would like to conduct the survey in early March 2014.

  4. Agenda Item: Treasurer's Report/Discussion Budget 2014/15

    Tim presented the Council members with a financial statement for both revenues and expenditures for the current fiscal year through Dec. 2013. All of the expenditure items are within the budget figures.

    He also presented the Council members with a sheet containing the revenue and expenditure figures for the last three fiscal years. There was also a column for the Council to fill in the proposed expenditures for fiscal 2014/15 and project revenue figures. He will fill in the numbers for the proposed 2014/15 budget and present them to the Council at the next meeting.

    Peter suggested that the cost for a town survey be included in the street budget figure. Chris suggested that the survey cost be included in the professional fees column wit h a separate item titled "Survey Cost". The Council will decide at the next meeting in which category to include the cost of a land survey if it decides to have a land survey conducted.

  5. Agenda Item: Building Inspector's Report

    There were no building permits issued.

  6. Agenda Item: Manager's Report

    A Section 5 resident asked the Council to pay the cost of completely removing the stump from a public tree in the public strip which grew in front of her house. She also asked the Council to reimburse her for the cost of a tree to replace the old one. The manager contacted the resident and told her that the Council's policy is to grind stumps to a 6 to 10 inch depth and then allow the remaining roots to rot. The manager told the resident that the Council would reimburse her for the cost of the tree; however, it would not reimburse her for the cost of completely removing the stump. The resident has not responded.

    The builder of the house at 3600 Thornapple St. damaged three of the sidewalk squares on the Brookville Rd. public sidewalk. He has agreed to replace these squares; however, he has not done this as yet. The manager will contact him again.

    Alan Beal will attend the February Council meeting and explain the benefits of having a land survey conducted in Section 5.

    There was a water main break at the corner of Underwood St. and Connecticut Ave. which ultimately ran down Williams Ln. and froze. The manager contacted WSSC; however, the company waited a week to repair the break. The ice that collected on Williams Ln. became a safety issue and the manager engaged someone to initially sand the street and continue to sand the ice as long as it continued to form. The ice has completely melted and now she will engage someone to remove the left-over sand on Williams Ln.

  7. Agenda Item: Adjournment

    Peter adjourned the meeting. The next Council meeting will be held Tuesday, February 11, 2014 at the Village Hall, 5906 Connecticut Ave., at 7:30 PM. The Village Hall has handicapped access. Everyone is welcome.
