Time: 7:30 PM

Present: Greg Chernack, Scott Livingston, Pat Xeller, Maryann Luongo, Ashley Kavanaugh, and one resident. Philip Giordano participated by phone.

Agenda Item: Greetings and Introductions

Chairman Greg Chernack called the meeting to order and welcomed those in attendance.

Agenda Item: Review and Approval of December Council Meeting Minutes

Chairman Chernack moved that the minutes from the December meeting be approved; there was a second, and the motion passed.

Agenda Item: Residents comments

There were no resident comments.

Agenda Item: Monthly Financial Report

The Town Manager presented an overview of the Section’s current financial status, and entertained questions from the Council.

Agenda Item: Manager’s Report

-The Town Manager announced that the Section’s Record Management plan was officially approved by the State of Maryland. The Manager will begin the process of archiving documents, filing, and organizing emails this month with help from Julie Sparacino.

-The Manager noted that the Section has filed all of the required end of the year tax documents.

-The Manager will attend a tour of the Montgomery County recycling facility next week with other area municipal managers.

-The Manager mentioned a recent inquiry about the Section’s speed hump policy. It was discussed that while the Section does have a basic set of procedures and guidelines regarding speed hump installation, we do not currently have a formal written policy. The Council discussed whether a written policy would be beneficial to the Section. It was decided that the Council would review other area municipalities’ policies and then reconvene on this subject.


Chairman Chernack adjourned the meeting. The next meeting will be held February 11, 2020, at 7:30 PM at the Village Hall, 5906 Connecticut Avenue. The Village Hall has handicapped access. Everyone is welcome.
