Present: Greg Chernack, Josh Galper, Sean Downey, Phil Giordano, Ashley Kavanaugh, and Captain Mike Pratt (Maryann Luongo joined by phone.)

Agenda Item: Greetings and Introductions

Chair Greg Chernack called the meeting to order and welcomed those in attendance.

Agenda Item: Review and Approval of November Council Meeting Minutes

Chair Chernack moved that the minutes from the November meeting be approved; there was a second, and the motion passed.

Agenda Item: Residents Comments

There were no resident comments.

Agenda Item: Monthly Financial Report

The Town Manager presented an overview of the Section’s current financial status, and entertained questions from the Council.

Agenda Item: Manager’s report

-The Section will continue to remind residents to submit comments before January 5 regarding the Leland Street Access restriction. A copy of the Council’s December 11 letter was shared with Section 3, Village of Martin’s Additions, and Chevy Chase Village. The Manager said Section 3 is considering writing a letter in opposition to the restriction as well.

-The Manager noted she is working on the December newsletter.

-The Manager is set to meet with representatives from Clark Azar, DNF Construction, and Dr. Feather on January 3 to discuss possible updates to Leland Court. The Council then discussed inviting Leland Court residents to the January 9 Council meeting to hear directly from them regarding any concerns or specific suggestions for the area. The Manager will reach out to residents to make them aware.

-The Manager said she has been in contact with the project manager for the subdivision on Brookville/Windsor Place. This is the property owned by Lacy Rice. Originally, the Section had asked the applicant to show a sidewalk on the property so that if we decide to eventually add sidewalks to Windsor Place, the area would be noted on the approved plan. The Section worked with the County planners to produce the appropriate language. There is now some concern from the property owner with the way it was worded. We are working with them, the County, to find ways to clarify it. The Section has asked Ron Bolt to help with the matter.

-The Manager received the initial write-up for the new website. It was not formatted as we had originally discussed and so the programmer is going back and changing the titles as requested. This will delay the new website launch until January.

-Trees will be planted next week for the Section’s Free Tree program.

-The Manager said that she had heard back from the staff at the State Archives regarding the amendments we submitted to our records retention plan. The amendments have been approved at the staff level and sent to the State Archivist for final review.

-The annual “Santa Runs” will be announced tomorrow by the Chevy Chase Fire Department. The Manager will share this schedule with residents.

-The Council approved providing traditional holiday cash bonuses to the sanitation and recycling crew members, as well as the Section’s two police officers.

Adjournment

Chairman Chernack adjourned the meeting. The next meeting will be held January 9, 2024, at 7:30 PM at the Village Hall, 5906 Connecticut Avenue. The Village Hall has handicapped access. Everyone is welcome.
