Present: Greg Chernack, Scott Livingston, Pat Xeller, Nancy Pines, Ashley Kavanaugh, Joe Toomey, and two Section 5 residents

Agenda Item: Greetings and introductions

Chair Greg Chernack called the meeting to order and welcomed those in attendance.

Agenda Item: Review and Approval of February Council Meeting Minutes

Chair Chernack moved that the minutes from the February meeting be approved; there was a second, and the motion passed.

Agenda Item: Resident Comments

A resident inquired about the current building regulations as they relate to driveways. There was a discussion regarding the changes made in December 2017 that allow for non-permeable driveways to be built, but only if residents provide an acceptable plan to manage any additional stormwater run-off.

Agenda Item: Monthly Financial Report

The Town Manager presented an overview of the Section’s current financial status, and entertained questions from the Council.

Agenda Item: Manager’s Report

-The Section has engaged Lindsey and Associates for the past several years to conduct the town audit. For FY 2020 the proposed cost for audit services is $8650, a nominal increase over FY 2019’s price of $8400. The Town Manager noted that this price is consistent with other area towns. The Council voted unanimously to sign the FY 2020 audit engagement letter provided by Lindsey and Associates.

-The Section 5 Council voted unanimously to donate $5000 each to the Chevy Chase Fire Department and the Bethesda-Chevy Chase Rescue Squad.

-As a follow-up from the February meeting, Section 5 Building Administrator Joe Toomey provided the Council with materials regarding sump pump discharge and possible ideas and remedies for current residents.

-Mr. Toomey also discussed potential sidewalk maintenance in Section 5. He provided a map that shows current Section sidewalks that tend to hold water or are in poor condition. In a project such as this, the Section would benefit from replacing larger areas of sidewalk rather than individual squares.

Chair Chernack adjourned the meeting. The next meeting will be held April 9, 2019, at 7:30 PM at the Village Hall, 5906 Connecticut Avenue. The Village Hall has handicapped access. Everyone is welcome.
