Place: Held by Conference Call only due to COVID-19

Time: 7:30 PM

Present: Greg Chernack, Pat Xeller, Maryann Luongo, Philip Giordano, Josh Galper, Ashley Kavanaugh, and seven section 5 residents.

Agenda Item: Introduction of Council Members

Chairman Greg Chernack called the meeting to order and welcomed those in attendance. After a round of introductions, Maryann Luongo and Josh Galper were sworn in as councilmembers for two-year terms. Josh is taking the place of Scott Livingston who did not run for re-election.

Agenda Item: Review and Approval of April Council Meeting Minutes

Chairman Chernack moved that the minutes from the April meeting be approved; there was a second, and the motion passed.

Agenda Item: Presentation of Proposed FY 2021 Section 5 Budget

The Town Manager presented the proposed FY 2021 budget to the Council and residents present. After a detailed discussion of all the line items, income, and expenditures, the budget was up for a vote.

Agenda Item: Council Votes on Proposed FY 2021 Section 5 Budget

Chairman Chernack moved that the budget be passed as submitted, there was a second, and the motion passed unanimously.

Agenda Item: Residents Vote on Tax Rate

Chairman Chernack noted that as in past years, the Council recommends the tax rate be set at zero. The residents in attendance voted unanimously in favor of the recommendation of the Council, and the tax rate will be set at zero.

Agenda Item: Citizen Concerns and Suggestions

-A resident inquired if the Section had a noise ordinance regarding construction and landscaping start and end times. The Town Manager indicated the Section follows Montgomery County’s rules and regulations regarding noise and relies on the County to enforce these regulations.

-A resident asked about the Section’s recycling procedures and that the truck appears to be the same type of compaction truck used for trash collection. The Town Manager noted it is possible the truck is the same, but we are told it is also used for recycling. The Town Manager will talk with the sanitation contractor to make certain they are following all the correct recycling procedures.

-A resident asked about the cost of the additional police patrol, and also that of the building administrator. The Town Manager and Chairman Chernack both discussed the various ways the police officers and building administrator roles benefit the Section.

Agenda Item: Manager’s Report

-The Town Manager said that the Section’s current response rate for the 2020 Census is 84%.

-WSSC is finishing work on Woodbine Street, and the project should be complete by the end of the week.

-Sidewalk work is tentatively scheduled to start June 1. The Town Manager will be in contact with residents daily once we have a set schedule.

-While a final decision has not yet been made, it is likely that the Section will cancel the Fourth of July Parade and Party due to COVID-19. The state-wide restrictions that prohibit large gatherings and buffet food make it difficult to proceed as normal.

-There will be a Bulk Trash collection on Saturday, May 23.

Adjournment

Chairman Chernack adjourned the meeting. The next meeting will be held June 9, 2020, via conference call at 7:30 PM. Everyone is welcome.
