Place: Village Hall, 5906 Connecticut Avenue

Time: 7:30 PM

Present: Greg Chernack, Pat Xeller, Philip Giordano, and one section 5 resident.

Agenda Item: Greetings and Introductions

Chairman Chernack called the meeting to order and welcomed those in attendance.

Agenda Item: Review and Approval of February Council Meeting Minutes

Chairman Chernack moved that the minutes from the February meeting be approved; there was a second, and the motion passed.

Agenda Item: Residents comments

There were no resident comments.

Agenda Item: Monthly Financial Report

Chairman Chernack presented an overview of the Section’s current financial status, and entertained questions from the Council.

Agenda Item: Manager’s Report

Note: The Town Manager was not at the meeting due to illness so Chairman Chernack presented the Manager’s monthly report.

-He noted that at previous meetings, the Council has discussed the possibility of increasing the Section’s police patrol hours. Each officer currently works 20 hours per month. Chairman Chernack moved that the Council authorize an additional 5 hours per week for each officer; there was a second, and the motion passed.

-Section 5 has been notified by WSSC that they intend to do water line replacements on Thornapple Street, Underwood Street, Thornapple Place, Dalkeith Street, Williams Lane, and Windsor Place. It could take up to a calendar year to do the work on each street, and then repave. They do not work during the winter months. The work is considered essential. The water line is on the north side of the street so opposite from the gas. Joe Toomey will be involved in the oversight and management of restoration negotiations.

-The current plan is to continue with the sidewalk and pavement work the Section had already planned. It is currently out to bid, and we expect to have bids in hand by March 23 so we will have real numbers to use for our FY 2021 budget.

-Regarding May 2020 Council elections, Maryann and Scott’s seats are up. Maryann has announced she will run for reelection. Scott has decided not to run again. Nominations will be due April 10. The Annual meeting is May 21.

Adjournment

Chairman Chernack adjourned the meeting. The next meeting will be held April 21, 2020, at 7:30 PM at the Village Hall, 5906 Connecticut Avenue. The Village Hall has handicapped access. Everyone is welcome.
